ChatGPT and Claude are the two general-purpose assistants families compare most often. The honest headline is that the decision is not close on eligibility: consumer Claude.ai is an 18+ service under Anthropic's own terms, while ChatGPT allows 13+ with parental permission and places 13-17 year olds into a teen experience. For a school-age student, that alone settles most of it.

Eligibility (vendor-documented)

  • ChatGPT: 13+, or the local digital-consent age if higher, with parent or guardian permission under 18. Users aged 13-17 are placed into ChatGPT for Teens (from August 18, 2026).
  • Claude: the consumer Claude.ai service is 18+. Claude for Education targets higher education, not K-12.

Data handling (vendor-documented)

  • ChatGPT: consumer chats may be used to improve models depending on settings; "Improve the model for everyone" can be switched off, and Temporary Chat is not used for training. Business, Enterprise and Edu data is not used for training by default.
  • Claude: for Free, Pro and Max, Anthropic uses chats for model improvement when the user chooses to allow it, with narrow safety-review and opt-in exceptions. Where enabled, de-identified data may be retained up to five years; deleted conversations are removed from backend systems within 30 days under the standard flow. Commercial data is not used for training by default.

Parental oversight (vendor-documented)

ChatGPT offers linked parental controls covering selected settings and quiet hours — but not access to the teen's conversations. Claude offers no parental controls at all, consistent with being an adult product.

Accuracy

Both can state incorrect facts and invent citations. OpenAI documents this for ChatGPT explicitly. Verification is non-negotiable with either tool.

Which to choose

  • Family with a 13-17 year old: if a general-purpose assistant is going to be used at all, ChatGPT on a correctly-aged teen account with linked controls is the only one of the two the vendor permits.
  • Family with an under-13: neither. Use a purpose-built education tool.
  • School: neither consumer tier with student data. Evaluate ChatGPT Edu or a K-12 education product against your privacy review; Anthropic does not market a K-12 FERPA offering.
  • Adult educator drafting materials: either is workable; Claude scores higher on privacy and transparency in our rubric.
